Yes, it was filmed in the UK. The Parris island scenes at a British army base (look at the road markings). The Hue scenes were shot in East London, disused gasworks.
But no the director, Stanley Kubrick, was not British though he lived in the UK (Hertfordshire in fact) for much of his adult life.
